I need HELP! 3 potty disatures

Question:
 I have 2 yorkies and a shih tzu. I fenced a small area off my back deck for them. That way they could go out without worry. The area is about 50' X 50'. They go outside then turn around and come in and pee in the house. They like being out there but won't pee out there. I have had the fence about 2 months and they just started this the last couple days.
What can I do?

 I hear ya mine Rowdy 14 wks & Bella 10 wks do the same thing. I have found that if i go out with them & give them lots of attention they will go alot better. I get them excited by telling them lets go potty & things like that.;) I also let them know if i catch them in the act that i'm not happy & that the did something wrong:mad:

 Mine are old enough to know better. 2 of them are over 2 years and the other will be a year in November.

What can I do? You just did this recently? Is it possible that they think of that as a play area and not an okay-to-potty-area? Maybe if they were rewarded a few times if you catch them pottying, they'd figure out that was a potty place??
I guess I'd assume that they'd equate "outside" with "potty" but maybe that's not necessarily a given??? Let us know what does work.
